Job description:
The Manager, Contract Administration, is responsible for executing demand response service provider contracts, local contracted transportation initiatives, On Demand and ADA Paratransit services. This includes ensuring compliance of all federal, state and local laws and regulations in the implementation of demand response transportation services in the RTA six-county region. Responsibilities include:
- Providing directives and supervising project/contract management staff in all activities necessary for the successful implementation and operations of paratransit services, including managing the administration of contracted services, project management activities, service planning, and design to achieve efficient coordinated demand response service in the region.
- Ensuring compliance with all federal, state and local laws and regulations, including Federal Transit Administration (FTA) and Department of Transportation (DOT) regulations, the Americans with Disability Act (ADA), and Title VI of the Civil Rights Act. Uses industry best practices and analytical skills to assess service performance, improve service, plan and implement innovative paratransit programs in compliance with Pace policies and procedures.

- Providing support in the day-to-day operations of Pace Paratransit services including unexpected or planned occurrences and events.
- Composing and developing documents to procure services and implement local directives, including preparing Request for Proposals (RFP), service provider contracts, contract change orders, Inter-governmental Agreements (IGA), Memorandum of Understanding (MOU), and local service agreements.
- Managing project/contract management staff in compliance with Pace policies and procedures.
- Representing Pace at internal and external meetings.
Qualifications
Education:
Must have a bachelor’s degree in transportation planning, logistics, or business administration or related discipline. A master’s degree in any of these fields is a plus.
Experience:
A minimum of 10 years transportation management of FTA ADA paratransit including adherence to Title VI Civil Rights Act, demand response transportation operations and service design or related discipline or equivalent work experience is required. Experience in paratransit best practices, contract administration including the development and implementation of purchase of service agreements, IGAs, MOUs, service provider contracts, and FTA DOT procurement processes is required.
Licenses/Certifications:
Must have a valid State of Illinois, Wisconsin, or Indiana driver's license with good driving record.
Proficiencies:
Must be highly proficient in the use of computer software including intermediate to advanced skill level for MS Excel, MS Word, PowerPoint, and Outlook. Experience with Adobe, Trapeze software (transportation scheduling and routing software) including Viewpoint dashboards and reporting module and Oracle accounting software, is preferred.
Must be able to work with large amounts of data to assess and analyze service performance and project goals, while managing multiple concurrent projects.
Must have excellent written and oral communication skills, public speaking skills, customer service and interpersonal skills.
Must be able to analyze cost trends to manage multiple project budgets and data specific to each project in response to local initiatives.
Must be able to interpret various types of contracts to assure compliance with Pace, federal, state and local requirements.
Must have strong math skills to manage budgets, invoice local partners, process vendor payments and assist with annual budget projections.
Physical Requirements:
Must be able to sit for extended periods of time, type on a computer, and travel to meetings. Must be able to lift and carry up to 25 pounds.
This is a safety sensitive position.
Working Conditions:
The position is based in an office setting with standard office equipment. The typical workday is conducted over an 8-hour period and can begin as early as 7:00 am and end no later than 6:00 pm, Monday through Friday. However, this position requires availability 24 hours a day, 7 days a week, 365 days a year.
This position is not eligible for hybrid schedule or telecommuting.

Full salary Range: $73,543 – 162,305
Midpoint: $117,924
Starting Salary: $95,734 - 117,924
