Job Description:
Administers the daily operations of the Disadvantage Business Enterprise (DBE) and Small Business Enterprise (SBE) programs in accordance with federal guidelines, the Civil Rights Act of 1964, the Regional Transportation Authority Act, Executive Orders, and other applicable laws and regulations. Supervises and supports the DBE Compliance Specialist. Coordinates the efforts of Pace staff to effectively carry out the DBE and SBE programs. Acts as liaison between Pace and community organizations, government agencies, DBE's and SBE's. Oversees Pace's certification procedures for DBE's and SBE's. Sets contract goals and evaluates responsiveness to meet the goals. Provides representation at pre-bid, pre-award, and pre-construction meetings. Establishes Pace's three-year forecast DBE goal. Prepares and submits reports related to the DBE and SBE programs. Monitors compliance with the DBE and SBE programs and investigates complaints related to the DBE and SBE programs, initiating action as required. Manages and participates in Pace's DBE/SBE outreach program. Conducts site visits to certify and re-certify DBE's and SBE's. Performs other duties as required. Work is performed in a professional office environment as well as at construction and other sites. Local travel is required.
Qualifications:
Must have a valid driver's license with a good driving record. Must have a bachelor's degree in public or business administration, finance, or related field, or equivalent work experience. Must have five years' experience in the administration of a DBE program or DBE compliance-related work or equivalent, with a good work record, and knowledge of laws and regulations applicable to DBE. Must be proficient in Microsoft Office applications including Outlook, Word, and Excel, experience working with B2Gnow, Oracle, and FTA TrAMS is preferred. Must have excellent verbal and written communication skills, be organized and detail oriented, exhibit strong interpersonal skills, be able to prioritize work in order to meet deadlines, and be able to work with sensitive information while maintaining strict confidentiality. This position is subject to the provisions set forth in 5 ILCS 430/5-45 (c) of the State Officials and Employee Ethics Act.
