Job Description:
Under the supervision of the Disadvantaged Business Enterprise (DBE) Program Administrator, the DBE Compliance Specialist administers the compliance functions of the DBE and Small Business Enterprise (SBE) programs, ensuring compliance with applicable policies, procedures, and regulations. Prepares documents for pre-bid, pre-proposal, and pre-construction meetings, and participates in those meetings when necessary. Prepare compliance exhibits for bids/procurements. Reviews subcontract agreements and verifies job classifications of subcontractor. Evaluate and verify federal regulatory requirements related to prompt payment and retainage has been documented, implemented and communicated to the contractors. Monitors contracts and subcontractor utilization reports and verifies the accuracy of Schedules A and B. Assists DBE and SBE firms with certification and no-change affidavit inquiries. Performs site visits. Monitors and tracks payment information. Prepares reports related to the DBE program. Identifies potential areas of compliance vulnerability and risk and recommends corrective action plan to the DBE Liaison Officer. Assists with investigation and resolution of DBE-related complaints and makes recommendations regarding their resolution. Participates in outreach events to promote Pace's DBE and SBE programs. Performs other duties as required. Work is performed in a professional office environment as well as at construction and other sites. Local travel is required.
Qualifications:
Must have a valid driver's license with a good driving record and an associate degree or equivalent work experience, a bachelor's degree in public or business administration, finance or related field is preferred. Must have a good work record. Must be proficient in Microsoft Office suites programs including Outlook, Word, and Excel, knowledge and experience working with B2Gnow, Oracle, and Federal Transportation Authority TrAMS is preferred. Must have excellent verbal and written communication skills, be organized and detail oriented, exhibit strong interpersonal skills, be able to prioritize work in order to meet deadlines, and be able to work with sensitive information while maintaining strict confidentiality.
