Job Description:
Under the direction of the Chief Administrative Officer/General Counsel, the Chief Procurement Officer is responsible for overseeing, managing, supervising, and directing the procurement, compliance, and inventory management activities of the Procurement Department. Directs, manages, supervises, the Procurement Department staff to ensure timely, efficient, effective, and within budget contract awards, in compliance with applicable federal, state, RTA, FTA, and IDOT regulations, Pace policy, and best practices. Directly procures materials, supplies, and services, as needed. Handles and/or manages special projects, as needed. Prioritizes, assigns work to, monitors, reviews, and approves the work of the Procurement Department staff. Signs procurement-related documents as needed. Creates and implements reports, department policies, procedures, forms, and processes. Attends and runs procurement-related meetings. Attends board meetings. Identifies procurement needs and opportunities and recommends procurement strategies and delivery methods. Prepares and administers a training and development program for Procurement Department staff and monitors' progress. Ensures all board documents are complete, accurate, and correct before timely submitting them to executive management. Acts as lead negotiator and/or assists on contract matters and resolves contract disputes. Provides customer service, input, and recommendations to end users on procurement matters. Oversees the selection of Procurement Department staff and coaches, mentors, and evaluates the performance of Procurement Department staff. Prepares the annual budget. Responds to FTA and RTA audits. Performs other duties as assigned or required. Work is performed in a professional office environment with much of the workday consisting of computer work. Local travel is required.
Qualifications:
Must have a bachelor's degree in business or other relevant discipline. Must have a valid driver's license with a good driving record. CPPB or CPPM certification is required. CPPO certification is desired and if not possessed at the time of hire, must be obtained within 90 days after date of hire. Must have a minimum of ten years of procurement experience including inventory management (public procurement experience is preferred), including at least seven years management experience, prior transit industry management experience is preferred. Must demonstrate proficiency performing Internet research as well as using Microsoft applications (including Outlook, Word, Teams, Excel, and PowerPoint), Oracle, and People Soft. Must have demonstrated knowledge and understanding of the procurement process from end to end to ensure Pace procurements are cost efficient and of high quality. Must understand, be able to interpret, and be able to apply applicable laws, rules, and regulations (including RTA, FTA, and IDOT regulations) to all Pace procurement matters. Must keep abreast of changes in applicable laws, rules, and regulations that affect Pace procurements and recommend changes necessary to ensure Pace compliance on all procurement matters. Must demonstrate excellent reading comprehension, math, research, and written and verbal communication skills. Must have strong grammar, punctuation, spelling, and proofreading skills to identify errors and deficiencies in procurement-related documents. Must have strong time management, project management, and contract administration skills. Must be a highly organized, detail-oriented, and a resourceful team player. Must be able to adapt to change and successfully prioritize, manage, and efficiently work on numerous projects simultaneously in order to meet project deadlines. Must be a highly skilled negotiator who demonstrates strong analytical, critical thinking, and problem-solving skills. Must be able to make sound, well-reasoned decisions. Must demonstrate initiative, have strong interpersonal skills, and be customer service oriented.
