Senior Capital Procurement Buyer

Procures large and complex variety of equipment and services, primarily federally funded procurements-specializing in large dollar engineering and construction projects, in accordance with all organizational and governmental policies and procedures. Reviews requisitions, independent cost estimates, specifications and scopes of work of large dollar, complex capital procurements to ensure compliance with policies and procedures; revises (in conjunction with user) specification/scope of work documents and develops price proposal sheets to create bid documents. Analyzes proposals/bids to ensure documents are properly executed and are responsive and responsible. Facilitates RFP or LIQ Evaluation Process. Leads the contract negotiation process. Applies complex procurement policies and FTA and other regulations to their procurements. Reviews and applies general principals contained in the FTAs Best Practices Procurement Manual. Trains end users regarding the application of FTA rules and Pace Purchasing procedures. Conducts complex market, cost, and/or price analysis with every procurement action; applies Federal Costing Principals as outlined in the Federal Acquisition Regulation. Prepares procurement documentation that is presented to Executive Management and the Board of Directors. Addresses contract compliance issues and handles contract change orders; assists end users with contract administration issues when required. Serves on Capital Procurement Backlog team to aggressively reduce the Capital Backlog; creating procurement plans and schedules to meet aggressive target dates and ensuring other members of the team stay on track.
Bachelors Degree in Business or related field. Advanced Word processing, Intermediate to Advanced Spreadsheet applications (Excel), Advanced Purchasing systems, Internet proficiency. Eight to eleven years of progressively more responsible Corporate level purchasing (non-manufacturing environment), contract administration, and/or governmental procurement experience, preferably specializing in federally funded construction and/or A&E procurements. Must be proficient in computer word processing programs and computer applications to the extent required by specific job functions and must be prepared to write documents related to job duties using the word processing applications. Must have well developed written and verbal communications skills, must be highly analytical, organized, and self -sufficient. Must have excellent long term and short term project management skills and be able to work with all levels of staff, including executive management. Attention to detail, while still being able to focus on the big picture, is critical. Must be able to communicate effectively with all levels of the Pace organization, including management staff, and must be able to work with aggressive vendors. Requires high level of autonomy and initiative. Work is performed in a normal office environment.
