Under the direction of the Department Manager, Human Resources, candidate will monitor, investigate and evaluate compliance with equal opportunity laws, regulations and policies to ensure that employment practices provide equal opportunity and are equally applied without regard to race, religion, color, national origin, sex, age, sexual orientation of disability.
Acts as subject matter expert and maintains continuing knowledge of EEO and regulations, policies and procedures - both federal and state. (FTA Circular 4704.1) Serves as point of contact and receives complaints of alleged discrimination or improper conduct under EEO and ADA laws and regulations. Prepare reports and recommendations regarding investigation held into complaints of alleged discrimination or improper conduct under EEO and ADA laws and regulations and submits to HR Manager. Identify and analyze job categories where there is underutilization of minorities or women. Monitor status and attainment of Affirmation Action goals. Collaborates with HR Recruitment Staff and hiring managers to establish goals and strategies to address underrepresentation of minority or women, and promote diversity in recruitment. Responsible for creating and updating policies reflecting EEO and ADA laws, regulations and court/interpretations. Prepares Quarterly EEO Staffing Utilization Reports. Prepares and coordinates Pace's Tri-annual Affirmation Action Plan submission. Special projects as assigned. EEO Reporting in TrAMs (FTA Website) Other duties as assigned.
Qualified candidate must have an Undergraduate degree from accredited college or university in Human Resources, or a related field, or in Public Policy. Must possess a Valid Driver's License. Must have three-five years' experience in an Equal Employment Opportunity and/or Affirmation Action role, preferably in a public or government agency. Knowledge and experience working with federal/state laws, regulations, directives and policies governing EEO/AA (Title VI, Title VII, ADA, ADEA). Experience in conducting EEO/AA investigations and report-writing, disparate impact analysis and Affirmative Action plan preparation. Demonstrated ability to manage multiple projects simultaneously in a time driven environment and work collaboratively.
Must be proficient in computer word processing programs and computer applications to the extent required by specific job functions, and must be prepared to write documents related to job duties using the word processing applications. Primarily office environment, occasional local travel to operating divisions over six collar counties.
