Senior Contracts Administrator

Location: Arlington Heights
Office: Internal Services
Department: Capital Financing & Infrastructure

Job Description:
Conducts written quality assurance/quality control design and bid document phase package reviews of Division One (1) documents for conformance with Pace’s contract documents and for conformance with Federal and local regulations. Interacts with Pace Legal and DBE (Disadvantaged Business Enterprise) Departments to provide recommendations on DBE contract percentage participation goals. Prepares contract bid packages. Interacts with Pace Purchasing Department buyers to establish pre-bid and bid opening dates for public advertisement. Particpates, as required, in pre-bid meetings onsite/offsite. Reviews and evaluates construction bids received. Submits written award recommendation to the Purchasing Department. Interacts with Pace Grants Department to ensure adequate budget is available for contract award. Performs pre-award reviews of contractor ten (10) day documents to ensure contract compliance prior to Notice to Proceed issuance. Distributes electronic and hard copy shop drawing submittals from the contractor to internal staff and external Pace consultants. Reviews manufacturer(s) warranties and monitors contractor shop drawing log. Schedules and presides over all on-site/offsite construction progress meetings. As required, prepares construction meeting minutes. Monitors construction activity schedule for contract compliance. Uses Oracle software to process contractor pay application requests and change orders. Reviews all backup documentation, waivers of lien, certified payrolls, and change order proposals for contract compliance. Reviews project closeout documents and Operation and Maintenance Manuals to ensure contract compliance with Division One (1) documents and warranties. Maintains the existing electronic drawing file library. Incorporates all AutoCAD software drawing versions (design, bid, addenda, permit, record), and Adobe Acrobat software drawing and specification manuals received from outside consultants. Assists the Section Manager of Architecture with the continuing effort of developing a computer aided facility management (CAFM) drawing program. Uses AutoCAD software to electronically tract Capital improvements to the Agency’s one (1) million square foot building portfolio. Performs other duties as required.

Qualifications:
Bachelor Degree or equivalent job experience. Three(3) to five(5) years of construction related business and Contract Management. Experience with AutoCAD and Oracle software a plus.
