Section Manager, Facility Maintenance

Job Description:
Under the direction of the Department Manager, Capital Financing and Infrastructure, supervises Facility Maintenance staff; annually prepares and monitors $750 million dollars of fixed facility operating repair budget activities and nearly $1.0 million dollars of capital improvement activities; creates, prepares, and reviews bid packages including scopes of work and budget documents; oversees the work done by contractors and expenditures charged to ensure contract compliance; develops and tracks over $1.5 million annually in contract work including but not limited to prevailing wages, certified payrolls, and other federally required contact obligations; works with and provides support to all divisions; directs emergency repair calls, determines whether equipment requires replacement or repair; identifies facility deficiencies and directs corrective course of action; responds to after-hour emergencies (24/7); hires contractors to repair all facility deficiencies; troubleshoots problems with equipment at the facilities and directs in-house staff on repairs, monitors the performance of equipment and plans for their replacement as part of the annual capital budget process; and performs other duties as assigned.

Qualifications:
Must have a high school diploma or General Equivalency Degree. Trades School (carpentry, plumbing, electrical) or Bachelor's Degree is preferred; a minimum of ten years' previous experience in facility maintenance or construction with a minimum of three years' experience in facility maintenance or construction management; knowledge of Federal Transportation Authority regulations; be highly organized, proficient in math, possess excellent problem-solving skills, and be able to read and follow blueprints, contracts and specifications; troubleshoot and prioritize work efficiently to meet deadlines; possess excellent written (including grammar and punctuation) and verbal communication skills, and able to effectively manage and supervise personnel. Must be proficient in Microsoft Office Suites including Outlook, Word, Excel, and PowerPoint, as well as Oracle. Mainly performs job duties in a professional office setting but is also required to travel to and work at Pace garages, facilities, and outdoors at construction sites where loud noise may be present. Must be able to lift and carry up to 10 pounds.
